I was thinking about adding a subsection in Staff applications labeled "Forum Staff Application"
and example of how I think a forum staff app should be like

Now write 3-4 lines why you should be moderator on the Forums
As well as that you should make it so you must have a certain amount of posts before being accepted like "must be junior member or up" or "more than 150 posts" or "more than 100 HELPFUL posts"
